1999, just hours before a Motion of Censure / Vote of No Confidence was
to be considered by the Faculty Senate.

Classified staff belonging to
AFSCME Local 931 conducted a vote of confidence in the university
administration. The administration lost 216 to 14. Classified
staffers, who include many non-teaching workers at the university, have
been stung by more than 100 layoffs in the past five years

- Mark Drummond had
worked with Peter Landsberger during his term as President of College of
San Mateo (1995). Mark Drummond became LACCD Chancellor June 1999, and
one month later Peter Landsberger became Senior Vice Chancellor at
LACCD. When Mark Drummond left to become State Chancellor Dec. 2003,
Peter Landsberger succeeded him as LACCD Chancellor.
- Mark Drummond changed
the ‘short list’ of recommended candidates for the Presidency of LATTC to
the ‘top 5’ for the 3rd and final interview, which allowed Dan
Castro to be included as he did not make ‘top 3’ in any of the three
interviews (Spring 2001).
- Marcy J. Drummond,
recently divorced from Mark Drummond, was appointed to an Administrative
position to do research early in the 2001 – 2005 term of Daniel Castro.
- The requirements for
the position of Vice President – Academic Affairs calls for two years of
college teaching experience. This position was currently filled by
Marcy J. Drummond, ex-wife of Mark Drummond, appointed Permanent VP by
outgoing President Tom Harris, and incoming President Roland Chapdelaine
(July 31, 2006).

level OR

A master’s
degree or other advanced degree of at least equivalent standard from an
accredited college or university.
2. Two years of
full-time experience, or its equivalent, as a manager in business,
industry, education, or government, preferably as an academic
administrator at a college or university.
3.
Community college teaching experience.

- The College Newspaper
“Tradewinds” was not published during the Castro Administration, and the
Computer “Mac” Lab that was trying to publish it Online, was closed down
and all of its personnel transferred or terminated. The year following
Castro’s resignation, with Marcy J. Drummond as Acting VP Academic
Affairs, there was one issue, and several sections of Journalism classes
that filled up. Yet, no Journalism classes were put in the Fall 2006
schedule, under the control of Academic Affairs. Additionally, Marcy
J. Drummond blocked funding for Journalism / Newspaper. Currently (Dec.
2006) there are no Journalism Classes and no Tradewinds staff.

- During the
Chancellorship of Mark Drummond, Daniel Castro received “Doctoral
Differential” pay, though his Ph.D. is not recognized by the Western
Association of Schools and College.
- Daniel Castro used
his “Presidential Override” to bring several individuals on to the campus,
though they had not been cleared by the “Credentialing Unit” at the
district.
- Two individuals,
Cris Arzate and Richard Barron ( pronounced “ba rohn“) brought on as
Classified Staff, and given Administrative positions by Daniel Castro.
Cris became Director of the US-Mexico Trade Institute, and NASA
Project. Richard became the Campus Compliance Officer, responsible in
part for the delay in posting “Whistleblowing Protection Act”
information. Both were given passwords and access to the Campus
Administrative Network by the VP of Business Services Office, and
permitted to make budget transactions using the computer system. Richard
Barron who joined Daniel Castro at Riverside Community College was
released from employment Nov 2006, one month before Dan Castro resigned.
- In 2006, an elected
Associated Student Organization (ASO) President received some information
on ASO budgets, and asked for justification for using ASO funds to
purchase items not associated with ASO. Information was promised, but
before its delivery, he was forced to resign his office by
Administration. His emails were blocked, he was prevented from having
witnesses with his meetings with administration, and was threatened with
arrest. He was granted verbal permission to buy refreshments for
students during a Voter Registration meeting, but, later, was charged
with ‘unauthorized expediture of ASO Funds,’ and forced to resign!
- There have been
documented instances of Administrators making false accusations /
falsifying information regarding faculty, staff, and student body
officers.
- There is documented
evidence that at least three administrators have broken into / opened file
cabinets / desks of faculty to search for information.
There are at least 6
instances of Student Body funds used to purchase equipment for the District
and other Departments at LATTC.

Southern Cal Disallows Athletes' Grades in Gut Summer Course
An internal audit
at the
University of Southern California has uncovered widespread grade fraud
in a summer course that 20 athletes took at a nearby community college,
according to today’s
Los Angeles Times.

- The California Dept.
of Finance, Office of State Audits and Evaluations (OSAE), can be
contacted by phone, (916) 322 2985 and information may be emailed to a
Dept. of Finance Hotline,
OSAEHOTLINE@DOF.CA.GOV (all one word, all Caps). The best way to
transmit confidential information is using a system that is not
monitored, Emails on the LATTC system are monitored. The college has
the ability to track your emails.
- The California Bureau
of State Audits has a Whistleblower’s Hotline (800) 952-5665, and
complaints may be submitted online using their “Comment Form” at
http://www.bsa.ca.gov/contactus/
This
list of issues is not complete, is in the process of being added to, and
updated. Information on other issues are being researched, and are in the
process of being documented.
With
this information, the Faculty Senate should follow up and investigate these
items; and the AFT College Guild should investigate the alleged abuse of
rights. Both units should investigate the lack of “Shared Governance” on
campus, and violations of Title 5.
